You can't do that. You can't do it in CT either.

There is no provision in Win-Test for "Enter does all" mode, which does 
not work for all contests (depends on received fields count, HF vs VHF 
contests etc...), and habits.

But you can, if you want, easily redefine the Ins key to a more 
convenient one on your keyboard. Some power users redefine it as the 
space bar, and use the tab key to refine the space bar to switch between 
edit fields (asssuming they will never modify the sent report or time 
etc...).
